There are many ways to target locally and you don't need to do any SEO except if you provide value on these sites by adding unique descriptions, blogging, answers, etc.

Create a Google map profile
Create a local.yahoo.com profile
Create a Yelp.com profile
If you are an ecommerce owner, create a merchantcircle profile
Create ads in Craig List or any free local classified sites

Thank you for these tips. Although, I would like to say that content still plays a major role in getting your site indexed and ranked in the search engines. One of the goals of doing SEO is to gain traffic for your site as well. And even if you do get lots of traffic, they will eventually diminish once they find that your site is not made up of great content.
