What is Reciprocal Link and please mention its uses?

Reciprocal link means exchanging links from each other sites. By keep this website link on your website and the other person keep your website link on this site is called reciprocal. I think this is not considered by search engine like Google now a days. Because it is against Google penguin update.

Do NOT expect wonders out of reciprocal linking. The websites who matter... do NOT exchange links. Use other methods like guest blogging or blog commenting to get backlinks instead..

A good example of Reciprocal linking would be "link to my web page and I'll link to yours" this tactic hasn't worked in years.
